I made a covenant with my eyes not to look lustfully at a girl.
Job 31:1

There's a lot to be said for a man who'll say that and mean it. Job was doing some real soul-searching to determine if his problems were a result of sin. I doubt he had girls in short-shorts walking around with a word spelled out on their rear-end, a tee-shirt with lettering across their breast, but I'm certain Job was tempted enough to say to his eyes, don't even look. You may miss some things, but the desire to be morally pure is worth any degree of effort.

Granted, speaking from personal experience, it's hard to escape scantily clad girls who dress to attract visual attention from men. Sadly, the church sanctuary is not immune from it either. But is the problem not wearing enough clothes or is it wearing the wrong type of clothes. Some clothing is ample but is designed seductively in order to draw a man's eyes to their breast.

We know what motivates a woman of the world, but does a godly woman do when she wants to dress in a way that pleases God? Where are such skills learned? In the Middle East even today, women cover themselves hiding their beauty from men. In America and in other fashion conscience cultures, women are barely dressed. The woman of God knows there is middle ground that is God pleasing.

What does a man of God do? Does he like Job, make a covenant with his eyes to avoid looking at another woman? It would not be a bad idea. To err on the side of caution is certainly a wise choice. But the man of God knows that there is little more beautiful than the eyes of a woman who loves Jesus.

It would seem therefore that the safe decision is to avoid looking any other woman but your wife, but never lower than the chin of any woman other than your wife and never behind them. But, what if clothing and lettering on clothes attract your eyes to places you don't intend? First, don't turn a glance into a desirous look. In fact, it's that case that Job made his decision.
